I. PROJECT BACKGROUND, FUNDING & PARTNERS:


About GBA:

Greater Baybrook Alliance (GBA) is a cross jurisdictional non-profit community development organization representing the neighborhoods of Brooklyn and Curtis Bay in Baltimore City, and Brooklyn Park in Anne Arundel County. The Greater Baybrook Vision and Action Plan (2016) serves as GBA’s revitalization road map for community development projects, and prioritizes environmental improvements and sustainable practice as key strategies to improve resident quality of life. GBA staff have over 20 years of experience managing construction projects and programs across several jurisdictions and seeks an experienced design and engineering consultant to develop this project.


Project Background and Funding:

The revitalization of Duane Ave Park, located at 6th Street and Duane Ave. in Farring Baybrook Park will treat area stormwater runoff while improving the quality of life for residents in the neighborhoods of Brooklyn, Brooklyn Park, and Curtis Bay. Composed of passive space and largely covered by asphalt, the park is infrequently used and lacks amenities like trash cans and picnic tables which contribute to the unsafe feel. The project will reclaim the pocket park, making improvements that provide a safe space to gather, play, and relax.


Greater Baybrook Alliance (GBA) will lead the renovation efforts to improve the park, and has already begun community outreach and concept development in partnership with several local, regional, state and institutionally based partners through an existing Green Infrastructure Planning Grant from the National Fish and Wildlife Foundation. Conceptual plans included in this proposal were developed by the University of Maryland graduate program, with community input gathered through surveys, pop up charrettes, and interviews with park visitors and neighbors. Construction cost are estimated at 250,000, and will likely be phased.


II. PROJECT DESCRIPTION/ SUMMARY


GBA seeks a qualified Consultant Team to provide Design Development & Site Engineering Drawings (100%) Design of Duane Ave Park, based on the conceptual plans and deliverables outlined in this request for proposals.


Project Goals:

- Redesigned passive and active use zones for gathering and play.

- Impervious surface removal. Removal of over half of the existing impervious surface (approximately 11,000 sq feet) .

- Storm Water treatment- through rain gardens and a bioretention facility off Duane Ave.

- ADA compliant paths and trail system, where feasible.


Technical Needs:

- site survey.

- geotechnical work.

- private utility contractor if needed.

- Construction document development and review at 30%, 60%,90% and 100%.

- Baltimore City Rec and Parks and Baltimore City DPW required reviews of the site design at phases throughout the construction document development through to a permit-ready set.

- Bid package development and reviews/ Project Phasing recommendations .


Community Engagement:

GBA will lead community engagement efforts in partnership with area stakeholders, however, some materials (renderings, diagrams) may be requested. Attendance at one on-site or virtual meeting is requested for technical response. The community circling the park is over 50% latinx.


Project Management:

Meetings, scheduling, documentation of feedback and notes.


Timeline:

Project begins in Summer, 2022 and ends in the Fall 2023.
